Now, this is nothing new. Navigating in the command prompt to C:\windows\Microsoft.net\Framework64\v4xxxx\ and running ngen -update do it also for \v2xxxx\ folder, then \Framework\ folder. I try to install it but it tells me I need admin privileges even though I am the admin. But why would it affect me 3 days after the fact.
